One of the things that bugs me about OS X is that the volume adjustments made via the keyboard-based volume keys move in steps that are too large. For me, under 'Services' there is a 'General' category where the volume control services from Automator ended up. You can assign the keyboard shortcut there. Unfortunately, I wasn't able to find a way to disable the regular audio controls, and it wouldn't let me override them using F11 and F12.
